Google puts the strongest weight on your site's "importance." The more sites that link to you, the higher your importance is. Also, if the sites that link to you are "important", your page rank will increase even more than when an unimportant page links to you. If you have good content on your site, people will link to it and your site rank will improve. Google puts some weight to the text on your page, but their algorithms are sophisticated enough that you can't just spam keywords to make your page seem relevant.

If you want your site to have a good rank, it needs to have good content. Not just in your own opinion, but in the opinion of other webmasters that will link to you. Look into a link exchange program, but make sure it doesn't allow reciprocal linking because Google doesn't give a link much weight if you give one right back. Google sees that as you trying to cheat the system versus actually linking to quality content.

Their algorithm's quality output is what made Google who they are today, so I don't see how you can criticize it. Remember how searching was before Google, when you would ask the old version of Ask.com a question and it would give you maybe 1 relevant result but it would be buried on page 8? Search will never be perfect, because there can only be so many sites that rank in the first two pages, and chances are your page won't be in the top 20 of the millions of sites with similar content. There will always be people who try to abuse the system, and more sophisticated solutions will surface to counter it.
